Chibi means small/dwarf, that style is used to maximize cuteness and humor at times, and is usually called super deformed (SD). A typical SD body is a head drawn rounder than usual with a blushed expression of some sort and eyes larger than usual; then the main body is rescaled and shortened so it takes about the same space as the head, and the same for legs, so it ends up like:
O ← Head fits here
O ← Body fits here
O ← Legs fit here
and because of these proportins, they are fat and have huge heads. Another important detail is that the line of arms and legs evolves hands and feet (which can be less detailed, as in my avatar), i.e. no Disney "huge glooves" style because it's uncute, but kawaii chibi hands.

My handwriting sucks because those damn teachers make us write down thingz like in a flash, y'know...
BTW, I finished a new drawing yesterday night... um today... a sleeping beauty, thinking on how to make it better... Next time I'll try a whole body again...
